With the entry of a new government in 2003 and the resumption of development assistance, came a new commitment to improve the road networks to address the growing concerns of the business sector. The first project to be undertaken with the technical assistance of the World Bank was an inventory of the road network to ascertain what needed to be done. This was done and completed in 2004. The government then set about constructing new roads and repairing the ones that had fallen into disrepair. In the last five years the budget allocation for the road sub-sector has increased from Kshs. 10.67 bn to the current financial year’s 51.84bn. These resources have been used to construct, reconstruction, repair, strengthening and maintenance of these roads.

Some of the achievements in the sector include:

   * Tarmacking of 1,006 km of roads
   * Routine maintenance of 40,000 km of road
   * Rehabilitation of 400km of the 1,200 km Northern Corridor at a cost Kshs. 22 billion
   * Rehabilitation and upgrading of JKIA and other major airports at a cost of Kshs. 9 billion and Kshs. 2.8 billion respectively
   * The introduction of a 24 hr, 7 day working schedule at the Port of Mombasa
   * The automation of the port’s cargo clearance operations - The Kilindini Waterfront System
   * The concessioning of the management of the 105 year-old rail system to a private company, Rift Valley Railways Consortium (RVRC)
