::: Community Development Fund
The Constituency Development Fund (CDF) was established in 2003 through the CDF Act in The Kenya Gazette Supplement No. 107 (Act No. 11) of 9th January 2004. The fund aims to control imbalances in regional development brought about by partisan politics. It targets all constituency-level development projects, particularly those aiming to combat poverty at the grassroots. The fund comprises an annual budgetary allocation equivalent to 2.5% of the government's ordinary revenue.
A motion seeking to increase this allocation to 7.5% of government’s revenue was recently passed in parliament. 75% of the fund is allocated equally amongst all 210 constituencies. The remaining 25% is allocated as per constituency poverty levels. A maximum 10% of each constituency’s annual allocation may be used for an education bursary scheme. CDF is managed through 4 committees 2 of which are at the national level and 2 at the grassroots level.
The amount of CDF disbursed to the 210 constituencies has risen from Kshs 1.26 billion in 2003 to Kshs. 9.7 billion in 2006/2007 due to increased revenue collection. The funds have been used to put up schools, health centers, markets, police posts, constituency offices, water projects and cattle dips, the rehabilitation of roads and the funding of constituency bursary funds.
The government’s allocation of Kshs. 10.7 billion for the development of the previously marginalized North Eastern Province, and Moyale, Isiolo and Marsabit districts and the launch of a special economic plan for the Coast Province underlines the President’s commitment to the equal distribution of the national wealth and equal access to services.

MPs will keep falling until CDF use is streamlined
THEY HAVE FALLEN, ONE after another, like dominoes. In my view, one of the reasons why former MPs have lost in the primaries in such large numbers is mismanagement of the Constituency Development Fund (CDF).
Introduced in 2003, the CDF had over time been turned into an instrument of patronage by MPs. And, almost invariably, most of the constituency committees were stuffed with their cronies, relatives and sycophants.
When disbursing resources, regions of the constituency perceived as disloyal to the local MP would be starved of funds, and areas perceived as loyal allowed to get a disproportionate share of resources.- Read more here
