Visit a Schengen Country without a Permit of Stay ?.
Now you may, from the 1st of August 2008 to the 31st of January 2009, Foreigners awaiting their permits of stay and holding the post office receipt as evidence that they have forwarded their applications may visit other Schengen Countries.
According to a note published at the web site of the Ministry of Internal Affairs www.interno.it, the Central Immigration authorities and Boarder Police, have agreed on a temporally provision that will enable foreigners in Italy to either go out or enter Italy even without valid permits of stay, if they have presented applications to their immigration offices and hold post office receipts.
The provision covers those who have applied for issuance of the first permit of stay or renewal of stay for work or for family re union.

Call it whatever name that may seem fit, but let the substance be fear, yes, fear of the weak. What is required in order for one to apply for a permit of stay?. What is required for issuance of a permit of stay?. Count the documents, then follow it up with the question like, who is supposed to affirm authenticity of documents presented for such a purpose?.
Yes, if this last question is something to go by, then we all agree that the fear of the weak is the greatest impediment in the issuance and renewals of the permits of stay. Not even after the presentation of all the documents with all the required authentication do the authorities feel sure. Even after fingerprinting, one would still wait for months (or at times years) before getting the permit of stay renewed.
Instead of seeking ways and means of how the permits could be issued or renewed within shorter times, the authorities initiate a problem as a solution of another problem. It is easier for the relevant authorities to have immigrants move about with the post office receipt as an evidence that they have applied for renewals of their permits for years, instead of having the times of processing such renewals shortened. Is there a fear of having the immigrants have the permits in hand? It is evident. Do the authorities fear and detest the illegal immigrants?. Certainly, then why let the fear of the weak immigrants make the same authorities convert legal immigrants to illegal immigrants by leaving the same persons without the proper documents for years while all the requirements have been presented?.
